I suggest you the below configuration which comes in less than 700 $ .
NOTE: THE BELOW CONFIGURATION IS HIGH MID END CONFIGURATION AS MANY USERS DO NOT PREFER TO HAVE MORE DOLLARS SPENT FOR THIS

Case - Zebronics/Zenith
Zebronics is a good optimum choice and it is also fancy with its glittering LED Fans and Transparent Panel. Suggested for medium Gaming PC

Hard Drive - Seagate/Samsung/Western 250 GB
RAM - 2x1 GB DDR2 800 MHZ RAM either transcend or Kingston
Monitor - 17 " LG or SONY or samsung LCD Display
Processor - AMD Athlon 6000+ 3GHZ or Intel Core 2 Duo E8400 3GHZ (BEST ONES)
Graphics card - XFX 8600 GT 512 MB DDR2 or 256 MB DDR3 (Optional :))
Motherboard - ASUS M2AVM or ASUS M2N VM (ASUS is the best brand but suitable for AMD only)
SMPS - Check that this needs to be minumum of 500W
