In Windows Vista, the Run entry on the Start menu is not readily available. I bet people who are used to older Windows Versions will always find it difficult. However if you are habituated to using Run on the Start menu, as it was in the previous Windows versions, here is what you need to do to activate it. So Check this: -
Right click ‘Start | Properties’.
In ‘Start’ menu, click ‘Customize’.
Scroll down, locate the ‘Run command’ check box.
Select and click on the ‘OK’ button to save the changes.
